If that power cord thing doesn't do the trick for you maybe you need to swap the psu. If there is a weakness in the psu...Windows is a power hog while booting up, but it might take a while to overheat a weak regulator when you are just looking at the BOIS. Does it smell funny? Try a different one psu.
