Pop everything out save one CPU, your vid card, and a stick of memory. Then try again. If no response, try the other CPU, then repeat with both CPUs in different sockets. Check and make sure your floppy is set up properly in the bios. Also make sure the cable is plugged in the right way (if the seek light is on constantly, you have it upside-down). Use an RU-series bios. Personally I just use one of the stock RUs or one with a different logo for the Energy Star portion of the screen.
