Jumper the drive for master & run it as a single device on the IDE0 channel. Set CMOS to autodetect on IDE0 CH1.
Confirm drive is listed when BIOS loads. Make sure the boot device choice in CMOS is for CDROM 1st.

If all this fails - make a win98 startup disk & let it initialize the drive with the generic driver. Then run what you need from the drive letter assigned.

I have installed WinXP on a BP6 from a Win98 floppy boot & I'm fairly sure that Win2K will work the same. It was a SCSI CDROM though. It does need to have the SMARTDRV.EXE tool loaded manually to avoid the install taking forever.
I was assuming the target hdisk was on the HPT controller.
After the install to the HPT366 hdisk drive, the CMOS boot order can be changed to it first.
