Get the EverCool CUD 715 or CUD 725 100% copper HSF. Then chuck the bundled 70mm fans & replace with the ones from Y.S.Tech with no motor in the center - they have two models one quiet 4500RPM & one luder 5200RPM. The CUD-725 has the better wide clip. A pair of Zalman fan speed controllers will really top off the package nicely. All items are at www.nexfan.com at very decent price points.

kuun, the Zalman fan speed controllers ($4-5) could regulate speed for any fan over their 5-12volt range, as long as you don't exceed the max current ratting. Also, the fan's minimum startup voltage must not be undercut but the lowest setting, else you might have something overcooked.
