Get the RU BIoS to the v.1.25 level & get the matching 1.25 Win2K/XP driver on a floppy to load on boot (press F6 to load 2rd party drivers). This should get you out of the hole you're in now.

snipre, rainman has some good points. However, if the caps issue is the cause, one good test to prove this is to remove one CPU & see if it works. If not remove the other CPU & see if it works.

On all three of my BP6 systems, one socket runs way more stable than the other socket. This is why I'm still at single P-iii/1100E@1.21Ghz instead of dual CPU. On each BP6, it would not boot with the P-III/1100E installed. When I switch to the other socket, I boots right up. Two work with socket #2 & one with socket #1.

So, if you have Dual CPUs, then give this a try. If it works, then you have to decide between Win2k/Single versus CPU power delivery upgrades (caps & regulator).
