Check and make sure your floppy is set up properly in the bios. Also make sure the cable is plugged in the right way (if the seek light is on constantly, you have it upside-down).
As for your boot order, set it to something with EXT in it, and set EXT to be the HPT366, not SCSI. Your current setting of C,CDROM,A, will search the regular IDE chains only, first for a HDD, then a CD, then the floppy. The HPT will be ignored during the boot disk search w/o EXT and EXT=HPT.
